Bubbling? on Sweet pepper plant leaves?

I've got 2 bell pepper plants that are growing well now after transplanting late then topping. Both are in Lowes 5 gal buckets. But some of the newer leaves are like bubbling out and down at the tips. What is the deal here?

I took pictures but by computer or card or reader hates me right now.

Is it actually leaf tissue that is bubbling? Or something stuck on the leaf?

How big are the bubbles? Diameter and height?

What shape are they? Rounded? Pointed?

Are they a different color from the leaf tissue?

What does the back of the leaf look like under the bubble?

Some small pests can make the leaves distorted. Look up galls.

Those look like my peppers did when I was undergoing an invasion of evil aphids.

I have seen several possibilities:

Very small mites

Nutrient deficiency

Temperature (too cold)

Herbicide
