The yard I have has an old non bearing mulberry tree, the roots are visable all around the tree. It looks bad, there is only dirt around the tree as no grass will grow. A landscaper wants too much money to remove the tree, so I as wondering if I could just remove the ugly roots.

You could rent a tractor and get rid of the roots and tree.
The roots will be such an enormous mass that it would be impossible to remove them without also removing the tree.
About the only way to 'scape under a tree like that is to cover the roots with rock. Hide them. The rocks will still allow enough air flow around the roots to keep the plant healthy.
