please Id these eggs/pests on my Rosemary

About a month ago I noticed these on my Rosemary - they almost seem to be splitting open the stems of the rosemary/coming from within the plant. They were a bright almost terra cotta color before I sprayed them with neem. What should I do?

Need a closer picture.

If it is a pest, look up scale insects. Odd they are so clustered.
If it is eggs, those are big eggs.

I don't know what it is, but something is damaging the plant in this area, not just laying some eggs. I would cut back the Rosemary as severely as needed to get rid of it all. Cut well into the good, healthy wood in case there is some disease issue going on, too.

Rosemary has a pretty strong come back. Do not be afraid to cut.
