Delphinium buds black and mishapen

Toronto, ON

I am not entirely sure what is going on with my delphinium. I have been watering and giving lots of composted soil. I am so worried the last healthy bud on this sick plant won't grow. Everything else I have planted hasn't developed any conditions. This one has light green leaves. My other healthy delphinium is growing normally, but darker green foliage. They were planted last year in the summer. It is less than 10 inches from another plant. I have one bud that looks to be growing on this plant. Some of the leaves are black at the center & curling. The buds are black with green vine like tendrils climbing around it.
Inside the bud is purple, black, juicy goodness.
How do I remove this pest or disease & protect the health of my other good delphinium?
One produces purple and the other white-blue flowers!
I am so sad my garden might be less beautiful this year.

I think I would put a plastic bag over it carefully, to avoid shaking the pest or disease organisms onto the nearest plants, then remove this one.

Picture 2 looks like mite damage, or other very small pest.
