any info on growing plumerias in containers in zone 5

I'm curious myself. My mom has had a cutting for years that a family member brought back from Hawaii. Literally, this thing is 10 years old. It has grown fairly tall, spits out a few leaves every year, but NEVER flowers. I'm curious what she is doing wrong. Thanks!
