Above the ground flowerbed

I've created an above the ground flowerbed. Small, but just some very colorful flowers to look at while sitting on my patio. As you see from the pic, I have placed the dark contruction bags in the bottom to stop the grass, and weeds from coming up (I hope). Now I'm ready to put some soil in it. My best friend gardener says she does not prefer Miracle Grow potting soil. And I too had not had a lot of luck with using it.
So (new) friends, what should I get for new potting soil? Something I can get at Home Depot or Lowe's would be fine.
I live in south Texas if this helps. Also, what hearty flowers with color would you recommend? I know nothing about any of this - soil or flowers. So, I am a real newbie. Thank you for any input you have.
