Lamp with Screw-Cap Globe won't work with Flouros

I have two outside lamps with 240V screw-cap fittings. Today I replaced the working 60W incandescent globes with 20W compact fluorescents. One of the lamps will not light up with either fluorescent, but still works fine with the incandescent globes. All globes work on the other lamp.

Screwing the fluorescent globes tighter or adjusting the electrical contacts has no effect. Why is this happening?
