rubber step mats are slipping and dangerous

Our concrete porch and steps are slippery and dangerous when wet or icy. We purchased some rubber mats used in industry/commercial kitchens. However, the sections on the stairs slip when it is wet and rainy. So the problem remains. What is recommended for non-slip safety on concrete steps? total of 3 steps. 40 + inches long.
