help, how can i rectify this mistake

East Texas, United States(Zone 8a)

working on a pillow cover. I like making each side a different fabric so I can have two looks, so to speak. One side is a cotton fabric and the other fabric is a little stretchy. Being inexperienced, I just focused on the looks and did not consider that the fabrics were different texture.

Can I adjust stitch tension to mitigate the "stretching". Should I close the seams with the cotton side on top or the stretchy side on top?
