My second-year hollyhock produced lots of buds along its stems, but very few of them opened. The white flowers are single. The remaining buds have stayed closed and are beginning to turn brownish. Why so few blossoms when there was so much potential?

I've never had this problem before either, flowermaiden! I was wondering if you have inspected the unopened buds closely? Are there any insects on the plant that you can see?
Could it be weevils?
