How/where to check is camera is working

I have a new Dell laptop and I cannot get my picture to come up when I skype someone. I do not see it on my screen and the person I am skyping with does not see me either. The camera (skype icon) is turned on and I can see the little light on the top frame of the screen that indicated the computer camera is turned on. I've gone through all the settings and done re-starts, I've even taken the battery out and re-inserted it. Nothing works. What am I missing?
