Can stems be cut off now?

It drives me crazy to see these. Can I cut them off now?

If they are all brown - yes. If they still have green it is up to you. Green leaves/stems are still storing up food for winter (or so I've read).

thank you. I googled around after I posted and it seems the best time to cut is after complete stem dieback. Ugh! I can't stand to look at them, but will have to get over it. There is growth around them, so not visible from the street, but I know they're there....
