Sick Beauty Bush (Kolkwitzia amabilis)

Help. My beauty bush is ailing. I planted it last year and it did great. This summer it's started turning pale green and getting these rust-colored spots.

What's happening and how can I help it?

It looks like the roots may be dry or need a deeper area to grow in. The brown spots could be sunburn, but the leaf tips indicate lack of water. Are you where the rains are not hitting? Could there be a tree root stealing water from the plant? Have you fertilized or checked the ground around the stem for air pockets left by burrowing critters? Light yellowing would indicate too much water.
