I transplanted this tree peony last fall, & all seemed well. It bloomed, and then, suddenly, the new growth turned pale at the edges, and the remaining buds didn't open. I treated it with iron, which made the new growth shrivel. What should I do?

How does you peony look now after treating?
Maybe you should have your soil tested for nutrients if the yellowish leaves are still a problem. I have not had that problem with my TPs so I'm not much help. When I see that on my potted citrus trees I know it's because I neglected to feed them citrus tone. I see there is a solid fence there. Does the TP get morning sun? Afternoon sun can be rather harsh on TPs in some regions.
