I have never seen this on any of my plants before. Is it a virus? Do I get rid of all plants with these marking? Can I replant in the same spot, with a different type of plant? Can I wait a year and put the same plant in the spot?

The third picture is from a couple of years ago. I guess it won't look like this again.

looks like the leaves have been chewed on , leafhoppers and grasshoppers can spread virus , Looks like something in the category to me ,
If it was me , I would trim the infected leaves and dust the plants ,, I don;t like dusting as I am a nature fan , but occasionally it is necessary ..
leaf hopper spreads Aster Yellows if you get malformed blooms (i presume you know that )
But there are a few virus that Coneflowers get .

Could just be a "Fertilizing problem with them" not sure.
The Cone-Flowers look nice, but the leaves look weird. --- Maybe just a fertilization problem, not sure.
ok, I'll look into that. I have been a bit skimpy with fertilizer - maybe they are missing something.
