Check out this tree-it looks normal until you get up close. The last photo shows some die-back of the unusual branches, but most of them looked just fine.
Cryptomeria japonica 'Cristata'
Great example of fasciation - gone cultivar.
A hideous horror!
Dead patches are common on this cultivar, and part of the reason it looks so ugly.
