Which way is up planting Toothed Wood Fern

At one end of the toothed wood fern's bulb, rhizome or whatever, there are fine, filament fibers. Where these fibers join the main "item", tubular growths emanate and begin growing tightly towards the other end. Reaching the other end, they all come together forming hollow tubes. Am I right in thinking the fine, filament fibers are the roots and should be planted in the down direction in the dirt? The end with hollow tubes is the up direction and should be planted so plant growth emerges from the soil at that end?
