I'm using the dried up interiors of the branches' needles as an ID feature here.

Yep, Sawara Cypress; one of the juvenile-foliage cultivars like 'Squarrosa' or 'Boulevard' - these are particularly prone to holding on to dead foliage (it drops more readily in normal adult foliage).
