ID this bug

Prescott, AZ(Zone 7b)

This strange little flying bug really likes my Tweedia caerulea plant (blue milkweed).
I see them everyday just sitting on it. They don't move unless prodded, in fact I thought
the first one I saw was dead. Looks like a bee so I didn't touch it with my fingers.
I'm in California on the central coast.
