My speakers have NO volume...

I have checked the cord--everything is plugged in.
I turned the speakers off and let them sit a while--turned back on--NO sound.

The only time I use them is to see a YouTube someone has sent--
and once in a blue moon--to listen to a CD.
Is there a setting under the Control Panel for speakers?
Is it something in the computer itself?
Do speakers, actually, wear out and need to be replaced? Mine are about 10 years old.

Can anyone give me some suggestions what may be wrong?
