I planted variegated holly early winter during 60's temps and all through December to early January the plants looked fine. We've had a harsh winter with low temps, constant snow and ice. My holly all are burnt brown looking with little green left.
Is there any hope the roots and stems will sprout new leaves come spring?

They sure could. I would leave the frosted leaves on the plant for a while, yet. Wait until the weather has moderated. The leaves, even burned, will act like an umbrella and protect the rest of the plant from freezing weather.
Watch near the base of the plant for new growth. It will start as little green nubs that will grow into branches. When you can see the nubs you know the plant will recover, so you can cut off anything above those growing points.
As the plant further recovers you may have to do some pruning to shape the plant, for example if all the recovery seems to be happening on one side.
