I see these beautiful birds quite often here in Fukuoka, Japan. I believe they are in the genus Monticola now.
Used to be Turdidae. Name should be changed to Blue Rock Chat, ha!

Yep, of the subspecies Monticola solitarius philippensis. The southern European subspecies (Monticola solitarius solitarius) differs in being all-blue without the red underparts.
