Dealing with enameled metal parts (like those in fridge)

I have collected many attractive enameled metal parts that I would like to work into garden sculpture.
Is there any glue that would work once I roughen the metal...or do I have to barter to get someone to weld the parts once I have pattern in place.
Would appreciate any ideas.
