Do I cut my lavender plants back, then cover with mulch? Or, do I simply mulch to protect the plants? I use straw as a winter mulch in most of my beds.

Winterizing lavender
I don't like to cut plants back until spring....my lavender grew along a stone wall & that protected it...I never mulched it. Finally, the plant got too woody & I dug it out.
I have several. I trim and repot the smallest for indoors and the rest have to fend for themselves. sometimges they don't survive winter especially if the salt hay mulch blows off.
I ignore mine and they survive.
