Hyperlinks in OUtlook Express don't work?

I have used this program for years; however, yesterday when I tried to click on a link in my emails I get this message:
This operation cancelled due to restrictions in effect on this computer. Please contact system administrator."
I called my local cable folks and they say it has nothing to do with them
I can send and receive emails, just cannot connect on any links.
I had omni tech do a system scan (another story) and they can fix it they say for $249.99. That is more than this laptop is worth.
Any suggestions welcome to fix.
