pls help ...what are these insects? ...noticed recently into my oleanders...and pls how to fight them if they are not good

They are aphids and you just wash them off with soapy water with a squirt bottle or hose with with plain water. Stronger solution? Insecticidal soap spray. They multiply by parthenogenisis meaning they dont need an opposite sex partner.
Ditto.
Oleanders get a few specialized pests that just attack Oleanders and their nearest relatives.
Since Oleanders are already poisonous, no one is going to eat them, I would have no problem spraying a pesticide on them to kill the aphids.
However, that can also kill the predatory insects, and the predators can help out with aphids on other plants, too, so that is a reason not to spray insecticide.
Other methods of control:
Minimize water, use slow release fertilizer, and not much of it.
Slower growth is less succulent, and the aphids do not find it so attractive.
