Is ageratum a perennial in zone 5b? Should I dig it out and over winter in the basement, or let it go outside in the beds?

If you are talking about the usually blue (can be pink white or purple) 'floss flower' type available at most nurseries, it is an annual. Easily grown from seed - usually will self-sow here (also zone 5) but not reliably. There are some tropical perennial species closely related, but not in our zone.
