A friend is looking for what is called a Primrose Tree that grows in the Carolinas. It is supposed to be an ornamental tree not too terribly tall. Tried to find it for them in Plant Scout with no success. It has flowers of white with a red center or purple. Does anyone have an ideas?

Sounds like it might be some kind of perennial hibiscus.

Perhaps they are talking about a Pavonia.
