Tree roots under sidewalk

I have to fix this side walk so I plan on removing or lifting the sidewalk to remove the roots underneath.

Can I cut the roots completely in half and remove the portions under the sidewalk without hurting the tree? If, so is there anything else I can do to stop the re-growth from causing this again? Something I can put on the cut live end?
