Cottage style xeric plant suggestions?

Hi, I'm a garden consultant and I was wondering if anyone had any favorite cottage style flowering plans. I find that my clients ask for drought tolerant but what they sometimes really mean xeric! What plants do you like that have some movement but still look really good with zero water. Cistus is one That comes to mind. Just looking for some food for thought/inspiration. I might start working with a contractor and will need to get in the mood for a more self sustaining plant pallet. Zone 9 Ca coastal wet winters, dry summers, generally, ta!

native salvias do very well here, also zone 9 but further inland

Dear Wonderearth,
I live in zone 9b, but in Florida. Among my plants that flowered during the drought years were, Plumeria, and the Bleeding Heart vine.
