Mature hostas coming up with tiny leaves

It seems some of my more mature hostas (Niagra Falls and Captain Kirk) are barely putting out new leaves and they are tiny. They have been suffering for the last couple of years and getting a little worse every year for the past 2-3 years. They are in a large shade garden under large trees. I do water when it's dry especially when there is leaf cover. I am assuming this is because they have been in long enough and are now competing with the tree roots. Do you think that's the case and do you think I can save them. I have other hostas in the area (Blue Angel and Thunderbolt off the top of my head) so would like to figure out what's going wrong so I can remedy it going forward...thanks! kim

You might want to dig them up and see if voles got the roots?
