Arum Italicum will not grow

Eutaw, AL(Zone 8a)

Three years ago I planted arum italicum bulbs. They were planted correctly, but the leaves have remained very small no flowers or berries have been produced. The nursery where I bought the bulbs does not know what the problem might be and very kindly offered to replace them. In zone 8a could I plant new ones now?
What is wrong with those already in the ground? Thank you.

Since this plant is suitable as a houseplant, I would put it into a container and bring it inside. Make sure you give it a reasonable of window or indoor light.
