What am I doing wrong - Pansies

I am trying pansies for color this fall. Have been in ground 2 weeks; new foliage is a pale yellow-green. I know they are suppose to be heavy feeders and have taken that into consideration when prepping the bed, so why light green leaves?

I started some from seed in July and they are still less than 1/4 inch tall. Wish I knew what was going on too!
