Can I move Rose of Sharon shrubs and seedlings in autumn?

I have two ROS 'White Chiffon' and one 'Blue Chiffon'. I also have galore of seedlings.

The Blue Chiffon was planted too close to one of the White Chiffons. It was tiny and appeared dead, so I planted it beside the larger plant for winter shelter. Now it's thriving but overshadowed, and I want to move it.

I've had bad results from pruning ROS in fall near the end of their bloom period, though planting purchased ROS worked well enough at that time.

1) Should pruning for shape wait until spring?

2) Would it be OK to move the Blue Chiffon while it's still blooming (now), or later in fall?

3) When can I transplant seedlings?

In fact, should all ROS operations wait until early spring, when they're leafless?

Yes, you can prune and/or move them now, but if they were my plants, I'd wait until spring if possible. I have found that the 'blue satin' grows better in a pot. When you move them, just be sure to add 6 inches of mulch around the base of the plants to protect the root ball, because it won't have time to really root into the ground, by moving this late.
