Thank you. I looked it up on line but I couldn't find any that looked like the tree I saw. Was it trimmed to look like that? I also saw these other two trees on the same street.

Yes, it was shaped purposely.

The others, I believe, are a different species of tree.

The new pics are both Picea abies cultivars, maybe 'Pendula'.

No, 'Pendula' grows like that. These are older plantings. Every plant will be a different shape. Take a look at these 3 cultivars from PlantFiles...
