What is causing the curling of the leaves?
I included a second picture of a plant that does not have the curling leaves, just for comparison.
Texas Privet with curled leaves
there is a Ligustrum cultivar with curled leaves like yours. have you planted them yet? were they like this when you bought them? it could be just transplant shock. how often are you watering?
