What is happening here?

This is my seed grown crispa.
Today I found the leaves with brownish streaks. What is it?
Also a few leaves toward the top is wilting.

You might want to use Google "images" and look for: fungus on clematis leaves.

Are you keeping it just damp or really wet?

If you're not afraid of using fungus sprays, then use it on the clematis. I fear the spray since I saw on one label "Causes blindness", not even "may cause blindness". If it happened to my clematis I'd use a fungal powder, available at nurseries and most likely the big box stores. Keep your eyes and mouth covered!
