I brought my clematis inside this winter . Should I not have . I wasnt sure if it was a perennial. It looks pretty rough now on the deck. Should I plant it in the ground or leave it in the pot.

It is a perennial and deserves a spot in the garden once it recovers from being inside. Which clematis is it?

I don't know which one it is . It has hot pink blooms . It was doing pretty well last year on my deck. I am trying the bulb approach now . I have one planted that is starting to come up in a pot. Should I transplant it to the ground after it gets bigger?

Yes, you can plant it any day. No need to wait for it to get bigger. Plant it deep and give it compost, manure and bone meal. You can add tomato or rose food if you have it. Remember to water it but don't drown it and give it a few inches of mulch.
