I have a problem with the print spooler on my computer.

Hi all,
Last August, I lost my hard drive and upon repairing the problem, the tech I hired installed
Windows Vista, Home Premium, 64 bit. I moved the computer to a new home and now the print spooler in the computer
is barely functioning.
I order a print and it takes sometimes 20 minutes before it spools to the OK to print page. then another 5 to 10 minutes to
finally print.
I called the printer techs and we determined that the printer works just fine.
The printer spools and prints pages from my laptop just fine.

Does anyone have any idea how to download another print spooler?
