Pull Cord on Chipper Locked UP

The pull cord on our wood chipper is locked and it can't be pulled out to start. The cord is not screwed up but the mechanism inside will not turn? ANy suggestions? Having the same problem with our roto tiller. Thanks.

This is a Tecumseh 8hp engine.
