The best time is when it goes dormant (in the fall or winter).
The best time for me in zone 6 is at the end of August, but since you have a shorter growing season, when the temperatures stay under 80F
Looks like I need to get the shovel ready, I will wait untl late September. I think it will be ok by then, thanks for the advise
