Pest ID please

I have several large clumps of Phlox that are wilting and dying. I noticed these critters at the base of 2 of them, and I suspect they're the culprit. Thanks.

If you are talking about the white stuff with the little yellow bits on them, it kind of looks like a fungus to me.
