Question about unbloomed bloomstalks

As I am tidying up the iris bed I am cutting off the already bloomed stalks near the ground. I am doing this on a sunny day so the cut can heal over before the rot gets to it. I am finding some small bloomstalks that never bloomed. mostly on plants that have never bloomed. Should I cut these off, or are they going to bloom next year or maybe in the fall?

I have found that, even if they bloom, they bloom on short stalks. I cut mine down and hope for increase on the rhisome. Some of them just don't make it.

Bloomstalks seem to be an entry point for rot, especially these low achievers!
