Best way to remove chafe when gathering seeds

Silver Spring, MD(Zone 6b)

I'm in the process of gathering Sweet Williams seeds but I seem to be getting a lot of dried chafe along with it. Maybe I'm going about this the wrong way..I am cutting the dried flower pod off the plant, and holding it over a paper plate or bowl and some of the seeds drop right out where others seem to be holding back and I am rubbing or flipping the dried pods with my finger trying to get the rest of the seeds to drop out. In doing this, how can I avoid getting all this dried chafe? I tried to put it through my finest strainer hoping to separate the seeds from the dried chafe but it's not working. Any better suggestions? What if I just put the dried pod in a paper bag and shake it, would the seeds fall out easier, or am I trying to gather them too soon?
