I e-mailed the service center at Klehm's and asked them about my problem with "shy peonies".(tree peonies that hide their blooms) The woman who replied said that usually if a variety blooms st rongly above the foliage, it will be noted in the description, as it is considered a desirable trait. Not enough sun could also be a problem. She gave me this website that has lots of information on individual peonies and is very easy to use. It had a lot of pictures of "High Noon" (or shy noon as I have named mine), and it shows blossoms that are very visible. Here it is:
