New wireless lap top won't connect

We got a new wireless lap top 2 weeks ago. We have an old desktop upstairs. We have comcast.
Routinely we cannot connect to the internet w/ the new laptop unless we go upstairs and turn off the power and reboot everything. Even then, it is not a sure deal. Someone told me it is the Windows 7 or 8 software. The wireless strength reads excellent. Anyone w/ a diagnosis?
