How tall are these supposed to get? They are over 3 feet tall!

It looks rather leggy - how much sun does it get?
I think lots of peonies are at least 36" tall.
it is mostly shade. I have one on the opposite side of the tree - which is from the same plant - that gets at least 8 hours of sun. It is only about 18" tall.
Probably not enough sun- peonies should have 6 hours sun minimum.
I don't mind them this tall by any means. Any idea what kind they are?
