I have seen similar articles before. I have not ever bought any plants from ebay, so I don't know how many are "legal." But as much as we swap plants around here, I am guessing that would be frowned upon too ;o))
Notice that the seller is a licensed nursery, so perhaps he's trying to discourage competition. If the Fed govt were that interested in what we are doing, they would shut down trading sites like the Plant trading forum here and on other gardening groups too. Many plants are illegal to ship across state lines whether you're selling them or just giving them away. But we all have been doing it for years. Have any of you had the men in black suits at your door? I haven't. I thought for sure they'd get me one year when I grew a couple of marijuana-leafed hibiscus. Planes and helicopters (even cop copters) fly over all the time. But they're just not interested in li'l ole me. LOL
