Our new Dell desktop

My boss purchased a new Dell desktop computer. He hired an independent tech. to set up etc. Windows Live is pre-installed and I asked him if he could get us Outlook Express as we (2 of us) prefer that to the current program, Windows Live. He said it is not do-able - - - only Windows Live. True?
