Rotting Tubers

My tubers are just now coming out from under snow and ice. Some look okay but some look like they have a touch of fungus. I have lost a great many to this and was wondering if I could dilute a fungicide and give them just a little wash to get a jump on the rot. any ideas. Oh, I am in Anchorage, Alaska. Some have made it through, but I always lose as many as survive. Autumn Jester is the all time winner in the survival contest. Could be where it is located, although all are on a little hillock that should drain really well. Well, as soon as the snow and ice go away
